Just curious, why not provide a web-based installer (e.g. like in Wordpress, Joomla etc).
Web based installer are more difficult to maintain, but are also a bigger security risk as it can “stay there”, even if they are ‘removed’.
Plus, most of the UF setup process done by bakery (assets loader, composer, etc.) would be required to run a web base installer. The only thing we could setup web based is db and admin user. But again, some setup (deploying to production for example) might not need a web based UI…
